GST for corrugated box manufacturers

Your output is taxed at 5 percent. Your paper is taxed at 18. The gap does not disappear — it sits in your credit ledger instead of your bank account.

The short answer. Finished corrugated boxes under HSN 4819 10 moved to 5 percent GST with effect from 22 September 2025. Kraft paper, starch, adhesive and ink inputs remain at 18 percent. That mismatch is an inverted duty structure: credit builds up faster than you can use it, and the balance is refundable under Section 54(3)(ii) through form RFD-01 — but only if your purchase and sales records are clean HSN-wise.

What changed, and when

ItemHSNRate
Corrugated boxes, cartons, cases (finished)4819 10 105%
Kraft paper and paperboard reels480418%
Starch adhesive, gum350518%
Printing ink321518%
Non-corrugated folding cartons4819 20varies — often 18%

Before 22 September 2025, corrugated cartons sat at 12 percent, close enough to the input rate that the gap was manageable. At 5 percent it is not. A plant buying ₹40 lakh of paper a month pays about ₹7.2 lakh in input GST and collects roughly ₹2.6 lakh on ₹52 lakh of sales. The difference accumulates every month.

What the gap costs you

Work it through on the numbers above. Roughly ₹4.6 lakh a month of credit that cannot be set off. Over a year that is more than half a crore sitting in the electronic credit ledger. It is your money, it is recoverable, and until you file for it, it is funding the government instead of your next reel order.

Two plants with identical margins on paper can have completely different cash positions depending on whether anybody is filing the refund.

Claiming the refund

A refund of unutilised credit on account of an inverted duty structure is claimed under Section 54(3)(ii) of the CGST Act, computed using the formula in Rule 89(5), filed on form RFD-01. Points that decide whether it goes through:

The rest of the compliance load

E-way bills

Required where consignment value exceeds ₹50,000. Part A is the invoice and goods detail; Part B is the vehicle number, and must be filled before the vehicle moves. For a box plant doing twenty dispatches a day this is the single most common source of detention, almost always because Part B was filled after the truck left.

E-invoicing

Applies once aggregate annual turnover crosses the notified threshold — ₹5 crore at the time of writing. Below that, normal tax invoices. Above it, the IRN has to be generated before the invoice is valid, which means your invoicing has to talk to the IRP rather than print from a register.

Job work

Sheets sent out for printing or punching and returned move under a delivery challan, not an invoice, and have to come back inside the prescribed period. Plants that treat job work movement casually end up with the most painful reconciliations.

What your records need to do

Nothing above is difficult. All of it is difficult late. The refund claim, the e-way bill, the ITC match and the job work reconciliation all need the same thing: every purchase and every dispatch captured once, at the point it happens, with HSN, rate and party attached. A register filled in on Saturday from memory cannot produce that.

Threxa ERP records dispatch, invoice, e-way bill and HSN-wise purchase in one flow, so the data a refund claim needs is already sitting there at the end of the quarter instead of being reconstructed from files. See what it covers →

Common questions

What is the GST rate on corrugated boxes right now?
5 percent on finished corrugated boxes under HSN 4819 10, with effect from 22 September 2025. Non-corrugated folding cartons under 4819 20 can still attract 18 percent depending on classification.
Can I claim a refund of the accumulated credit?
Yes, under Section 54(3)(ii) via RFD-01, computed by the Rule 89(5) formula, within two years of the relevant date.
Does the refund cover credit on machinery?
No. The inverted duty formula is built around inputs. Credit on capital goods is outside it.
What is the e-way bill threshold?
Generally ₹50,000 consignment value. Intra-state thresholds and exemptions vary by state, so check your own state's notification.
